I met a Russian woman that says she has a ticket to fly to Phoenix to be with me. She says customs requires she has to have at least $700 U.S. money before they will let her leave Russia to the U.S.

Is this true, that they need money to fly here ?

The amount in your case is different, but my answer is exactly the same. No, she does not need to show customs in Russia money to be allowed to depart.
